Senator John Cornyn (R-Texas) has warned that a terror threat on U.S. soil is inevitable. This caution follows Director of National Intelligence Avril Haines’ confirmation of a human smuggling network with ISIS ties facilitating illegal immigration across the southern border.
At a Senate Intelligence Committee hearing focused on virtual threats to the 2024 election, Cornyn shifted the focus to physical threats. He asked Haines about Federal Bureau of Investigation (FBI) Director Christopher Wray’s March 11 warning regarding ISIS-affiliated individuals helping migrants cross the U.S.-Mexico border. Cornyn reiterated the FBI director’s concerns and inquired if Haines could disclose in an open session how many illegal immigrants with ISIS ties had entered the U.S. via the southern border. Haines responded that she couldn’t provide specifics in an open session but confirmed that they have been monitoring a facilitation network linked to ISIS.
“There is a facilitation network that we have been monitoring, which has links to ISIS, and it is something we are managing. But I can’t provide further details without a closed session,” Haines said. Sen. Cornyn remarked that Americans will eventually have to “live with the consequences” of these security threats.
Cornyn’s comments align with the latest Homeland Threat Assessment, indicating that foreign terrorists are actively seeking information on travel routes to enter the United States. This came after Wray’s testimony that there is “no doubt” criminals have entered the U.S. through the southern border.
“There is a specific network with ISIS ties among overseas facilitators of the smuggling network that we are very concerned about, and we’ve been dedicating significant effort with our partners to investigate,” Wray testified.
The FBI and the Department of Homeland Security (DHS) have recently issued a public service announcement warning that foreign terrorist organizations, such as ISIS, could target events across the U.S. during Pride Month-related activities in June.
This fiscal year, agents have encountered 196 individuals on the FBI’s terrorist watchlist attempting to enter the U.S., with 81 caught trying to enter illegally between ports of entry, according to CBP data.
Republicans blame President Joe Biden and his administration’s policies for the record number of illegal immigrants entering the country, raising concerns about the associated national security threat. In October, Republican senators raised the alarm after Border Patrol agents caught illegal border crossers carrying explosives. Recently, House Homeland Security Committee Republicans expressed concern in an April 3 letter to Homeland Security Secretary Alejandro Mayorkas about DHS’s practices in processing and releasing known or suspected terrorists into the United States.
Since Biden’s first full fiscal year in office, 351 people on the terrorist watchlist have been caught trying to enter the country illegally between ports of entry, compared to about a dozen during the four years of the Trump presidency.
Last month, officials told NBC News that an Afghan migrant on the terrorist watchlist has been living in the U.S. with no restrictions.
Mohammad Kharwin, 48, was arrested in February 2023 and released in March by an immigration judge who was unaware of his security threat status. Kharwin is linked to Hezb-e-Islami Gulbuddin (HIG), a designated terrorist group. In February, the FBI informed the Immigration and Customs Enforcement (ICE) of Kharwin’s potential terrorist ties, leading to his re-arrest in San Antonio on Feb. 28.
ICE detained him until a March 28 hearing, where prosecutors did not present classified information about his ties to HIG. The judge released him on a $12,000 bond.
